About International Commission on Irrigation and Drainage

The International Commission on Irrigation and Drainage (ICID), established in 1950 is a leading scientific, technical, international not-for-profit professional organization. The professional network consists of experts from across the world in the field of irrigation, drainage, flood management, and a wide spectrum of agriculture water management. The main mission is to promote ‘Sustainable agriculture water management’ to achieve ‘Water secure world free of poverty and hunger through sustainable rural development’.

ICID is a knowledge sharing platform dedicated to issues that covers the entire spectrum of agricultural water management practices ranging from rainfed agriculture to supplemental irrigation, land drainage, deficit irrigation to full irrigation, etc. In addition, drainage of agricultural lands forms the core theme of commission’s activities. Floods and drought; the two extremes of increasingly variable climate as a result of potential climate change, also form the focus of activities.

HISTORY OF TAJIKISTAN NATIONAL COMMISSION ON IRRIGATION AND DRAINAGE

The Tajikistan National Commission on Irrigation and Drainage (TNCID) was established within the framework of the International Commission on Irrigation and Drainage (ICID).

Tajikistan's representatives from Agency of Land Reclamation and Irrigation under the Government of the Republic of Tajikistan participated at the 22nd International Congress on Irrigation and Drainage and the 65^thMeeting of ICID International Executive Council, which were held in 14-20 September, 2014 in South Korea. The Agency representatives actively participated in all sessions of the Congress and expressed their interest at the national level, as a result of which with the support of ICID Executive Council the Republic of Tajikistan renew its membership in ICID in 2014.

Later, the National Commission on Irrigation and Drainage was established in the Republic of Tajikistan with the support of the Government of the Republic of Tajikistan based on Decree of the Government of the Republic of Tajikistan dated October 29, 2015, No. 620.

The main goal of TNCID:

effectively promote the implementation of a unified state water policy aimed at the development of the land reclamation and irrigation industry,
the rational use and protection of water resources, the improvement of ameliorative condition of lands and the productivity of irrigated lands,
the introduction of advanced irrigation technologies that ensure the sustainable development of agricultural production,
the development and implementation of measures on improving water resources management measures, taking into account the reform of water sector,
flood control,
regulation of riverbeds and the economic recovery of the natural environment.

Ways for implementing the TNCID objectives are as follows:

participation in the work of the ICID and its standing working groups by delegating to their structure the experts and scholars;
assistance in organizing and holding international congresses and regional conferences, seminars, symposiums and other ICID and TNCID forums;
assistance in the development of the land reclamation and irrigation industry with the use of advanced scientific and technical achievements;
raising the level of knowledge of specialists and water users in the field of land reclamation and irrigation, rational and effective use of water and land resources in irrigation zones;

EVENTS ORGANIZED WITHIN THE FRAMEWORK OF THE TNCID ACTIVITY

First plenary session of TNCID, October 28, 2016.

The session was attended by more than 50 participants representing International Organizations and Agencies working in Tajikistan such as Organization for Economic Cooperation and Development (OECD) from the headquarters in France, Mercy Corps from the Office in the Islamic Republic of Afghanistan, representatives of ministries and agencies of Tajikistan, scientists and experts in the field of amelioration and irrigation. The main purpose of the session was discussion of the existing problems in the field of land reclamation and irrigation in the country and to find solutions to them promoting further sustainable management of the water resources. The main point of discussion was paid in to the development of an economic and financial mechanism in irrigation sector.

Within the three sessions of the meeting the following topics were discussed: “Support the implementation of Land Reclamation and Irrigation Reform of the Republic of Tajikistan: achieving financial sustainability of the sector”, “Information system and data base in land reclamation and irrigation sector” and “Water and Education”.

During these sessions specialists shared their opinion and experience on strengthening the economic and financial stability of land reclamation and irrigation sector. In addition, international experts informed about development of Water User Associations in Tajikistan in a context of achievement of food security. Speakers from Universities and International Organizations expressed their interest on preparation of specialists for land reclamation and irrigation sector of Tajikistan.

Second plenary session of TNCID, April20, 2017

On April 20, 2017, the second plenary meeting of TNCID was held in Dushanbe city, Tajikistan. About 60 participants took part in this meeting representing ministries and departments, scientists and specialists in the field of water resources, land reclamation and irrigation, TNCID members, representatives of international organizations, financial institutions, and other development partners.

In the framework of this meeting, the following sessions were organized: “Financial and economic aspects of the land reclamation and irrigation sector” and “Funding of the land reclamation and irrigation sector of the Republic of Tajikistan”.

Issues related to the improving irrigation and drainage networks and development of sectoral sustainability mechanisms were discussed, and relevant protocols of the session were distributed to interested parties.

Third plenary session of TNCID, December 1, 2017

Agency of Land Reclamation and Irrigation under the Government of the Republic of Tajikistan with the support of the Tajik branch of the Regional environmental center for Central Asia (TB CAREC) was held the 3rd meeting of the TNCID on December 1, 2017 in Dushanbe city.

The third meeting was attended by more than 50 participants representing many international organizations and agencies working in Tajikistan, members of the TNCID, representatives of ministries and departments of Tajikistan, scientists and experts in the field of land reclamation and irrigation. Participants of the third enlarged meeting of the TNCID under the framework of three sessions discussed the following issues:

The importance of the land reclamation and irrigation sector in relation to the implementation of the International Decade for Action "Water for Sustainable Development" for 2018-2028.
Review of the first version of the draft of Law of the Republic of Tajikistan "On Land Reclamation and Irrigation”.
Interconnection of water resources, food, energy and the environment in the framework of the CAREC Project “Central Asia Nexus Dialogue project: Fostering Water, Energy and Food Security Nexus Dialogue and Multi-Sector Investment”.
Resumption of activities of Interdepartmental Working Group on the interconnection of “water-energy-food” in the Republic of Tajikistan and the coordination of its goals and objectives until the end of 2019.
Determination of the approach to obtain investment projects from national and sectoral plans.
Contribution of development partners to the development of the land reclamation and irrigation sector of the Republic of Tajikistan.

Fourth plenary session, May 4, 2018

Fourth plenary session was held with support of OSCE in Bahoriston Sanatorium of Guliston city, Sughd region on 4^th of May 2018. The aim of this event was to attract community attention to water resources - as a foundation of human life and sustainable social and economic development, to expand cooperation and partnership at all levels to reach the sustainable development goals through water in 2030 and promoting the initiative of the Republic of Tajikistan on International Decade for Action "Water for Sustainable Development in 2018-2028" and to ensure the development of land reform and irrigation, rational use and protection water resources.

About 45 participants took part in this meeting representing ministries and departments, scientists and specialists in the field of water resources, land reclamation and irrigation, TNCID members, representatives of international organizations, financial institutions, and other development partners.

National Conference, April 20, 2017, Dushanbe city, Tajikistan

In the framework of TNCID activity on April 20, 2017 the National Conference on “Water for Sustainable Development”, role of land reclamation and irrigation in achieving its goals was organized in Dushanbe city. The Conference was attended by 70 participants representing International Organizations and Agencies working in Tajikistan, representatives of the Parliament of the Republic of Tajikistan, ministries and agencies of the Republic, scientists and experts in the field of land reclamation and irrigation, financial institutions.

The purpose of this event was to attract community attention to the water resources - as a source of human life and sustainable social and economic development, to expand cooperation and partnership at all levels to reach a sustainable development goal of water by 2030.

In the framework of National Conference, the following sessions were organized: “The Role of Land Reclamation and Irrigation for Sustainable Development of the country” and “Current situation and future prospects for the development of the water sector”.

The final document accepted by the National Conference was Recommendation of the Participants to the parties.

Workshop, April 21, 2017

Within TNCID activity on April 21^st, 2017 Workshop on “Implementation of economic instruments for improving effective water use in irrigation sector of Tajikistan” was held for young specialists. More than 30 participants attended the workshop representing international organizations and agencies working in Tajikistan, representatives of ministries and agencies of the country, scientists and experts. During the training issues related to the use of economic resource to improve the effectiveness of water use in the field of land reclamation and irrigation for the achievement of the financial stability of the sector and economic review were discussed.

Study trip (cross-visit), 3^th May 2018

Also within the framework of the TNCID activity on 3^th May 2018 was organized the Study trip for the staff of the State Administration of Land Reclamation and Irrigation of Khatlon Region to the pumping stations in Sugd Region. The staff of State Administration of Land Reclamation and Irrigation of Khatlon visited “Kizili” pumping stations in Zafarobod district as well as “Somgar” pumping stations in B. Gafurov district of Sughd region. The holding of this event has provided favorable conditions so that the specialists of this sphere have acquired from each other and exchanged views and experiences between them.

PARTICIPATION IN INTERNATIONAL EVENTS OF ICID

Representatives of the Agency participated in 22^nd International Congress on Irrigation and Drainage in Kwangju, Republic of Korea, 14-20 September 2014. The theme of the Congress was “Securing Water for Food and Rural Community under Climate Change”.
Representatives of TNCID participated in 26^th European Regional Conference and 66th Meeting of the International Executive Council of ICID was held 11-16 of October 2015, Montpellier, France.
The Second World Irrigation Forum (WIF2) was held at Chiang Mai International Convention and Exhibition Center, Chiang Mai, Thailand on 6-8 November 2016 on the theme “Water management in a changing World: Role of Irrigation for Sustainable Food Production”.
The 23^rd International congress on Irrigation and Drainage is organized by the Mexican National Committee of ICID (MXCID) from 8-14 October 2017 in Mexico City, Mexico. The main theme of the Congress was “Modernizing Irrigation and Drainage for a New Green Revolution”.

COOPERATION OF TNCID WITH THE NATIONAL COMMITTEE FOR IRRIGATION AND DRAINAGE OF CHINA

The Secretary of TNCID and the Head of the Department of Economics and Forecasting of the Agency for Land Reclamation and Irrigation under the Government of the Republic of Tajikistan, with the support of the Office of OSCE Programs in Dushanbe, participated in the study tour on December 18-22, 2017 in Beijing, China.

Within the framework of this event, a meeting was also held with the representatives of the Ministry of Water Resources of China and the National Committee for Irrigation and Drainage (CNCID) of China. As a result, during this meeting the possible ways of developing cooperation between two National Commissions was discussed.
