Assignment Title: Consultant for Social and Environmental Index (SEI) and Gender

Reference No. (as per Procurement Plan): SWIM-IC-L-07

 

The Republic of Tajikistan has applied for financing from the International Development Association and the European Union towards the cost of the Consultant for Social and Environmental Index (SEI) and Gender.

The main task carried out by consultant are:

Social and Environmental Index (SEI). Investments in small-and medium-scale irrigation schemes will be screened to take into account direct social and environmental benefits associated with their implementation, including improved access to irrigation, employment and income-generating opportunities created during construction and after operations. For this project, the SEI consisted of ten indicators:

  • Direct jobs created (quantitative data)
  • Number of farmers benefiting from investments; (quantitative)
  • Number of female-headed households benefitting from investments (quantitative)
  • Number of female-farmers to be benefitting from investments in the proposed sub-project (quantitative)
  • Number of irrigation service recipients living below the poverty line. (quantitative)
  • Number of small households benefiting from improved irrigation services (quantitative value)
  • Environmental construction costs:
  • Pollution, soil erosion, etc.
  • Loss of biodiversity
  • Salinization and waterlogging
  • Land degradation
  • Creation of labor safety conditions

Socio-Environmental Index (SEI) Consultant. The Consultant will work closely with local communities in Upper Vakhsh basin and Zarafshon, particularly with farming communities to collect, collate and analyze information required for construction the SEI for proposed sub-projects. The tasks of this Consultant will include:

  • Collecting and validating information on all the 10 indicators to be considered in the SEI for each proposed sub-project through meeting with communities and visual triangulation of data
  • Analyzing this information for each proposed sub-project and screening them according to the assigned methodology
  • Conduct meetings with communities to assign scores and weights to each indicator in the index
  • Calculating the SEI index and prioritizing interventions within the available budget under the sub-component
  • In coordination with another individual consultant working on calculation of the Economic and Financial Index to complete the full screening of investments
  • Holding consultations with communities to discuss the scoring and results of the assessment
  • Contribute to a report summarizing results of the screening for submission to the PMU

Qualification requirements:

  • University degree in social sciences and at least 5 years of experience in sociology, environmental science or social economics;
  • Knowledge and understanding of social assessment principles and monitoring procedures;
  • At least three years of experience in working on community-driven development projects, community mobilization consulting companies on environmental and social issues
  • Experience of interaction with local authorities and communities on research projects and assessments demonstrated through participation in at least three research initiatives/projects involving communities
  • Experience with projects funded by international organizations (World Bank, Asian Development Bank, EU, USAID, UNDP, or other international or bilateral donors);
  • Excellent communication skills in Tajik and Russian - oral and written;
  • Strong customer focus and excellent computer skills (MS Office).

The Tajikistan Strengthening Water and Irrigation Management Project now invites eligible individual consultants to express their interest in providing the services. Interested Consultants must provide information indicating that they are qualified to perform the services (CV, copy of documents evidencing appropriate qualifications and skills, experience and competence related to the task, description of similar tasks performed, references, etc.).

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 and revised November 2017, August 2018, and November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

A Consultant will be selected in accordance with the selection of Individual Consultants (IC) method set out in the Consultant Guidelines.
