Flood risk prevention

Tajikistan is a mountainous country and, therefore, almost all its territory is prone to mudflows and floods. In most cases, they are accompanied by significant economic losses. There are 947 rivers and 276 sais in the country about 30,000 km long, most of which are prone to floods and mudflows. These enormous reserves of water along with the benefits annually cause to the country much material losses and casualties. Every year in the spring and summer periods due to the intensive melting of snow and glaciers and heavy precipitation, they cause floods, landslides and mudflows resulting in great damage to the sectors of the national economy.

These processes are more often observed in the basins of the Panj, Vakhsh, Surkhob, Yakhsu, Kyzylsu, Varzob, Kofarnihon, Khonako, Karatogh, Zarafshon, Isfara rivers and big sais in Kulob, Baljuvon, Temurmalik, Shamsiddin Shohin, Devashtich, Asht, Spitamen, Panjakent, Shahriston and other districts. Up to 70 mudflows annually occur in the basins of the Panj, Vakhsh, Kofarnihon and Zarafshon rivers.

In the country, there are 1,386 km of bank protection dams of which 416 km in emergency condition and 710 mudflow flumes with total length of 503 km. As of January 1, 2011, in the country as a result of floods and mudflows 416 km of bank protection dams and 136.5 km of mudflow flumes were damaged. In addition, because of natural disasters, more than 105 km of embankments in the amount of 454.14 million TJS were damaged in 2015, which need to be rehabilitated.

To solve this problem, the Government of the Republic of Tajikistan in its Resolution No. 112 of March 3, 2011, adopted the "State program of bank protection in the Republic of Tajikistan for 2011-2015" for a total of 275.7 million TJS. Financing of the Program from the national budget made 82.1 million TJS with bank protection works for a total length of 121,000 meters.

In general, the bank protection works under the Program in 2011-2015 were implemented in the amount of 215.0 million TJS, as a result, 90.75 km of protective structures were rehabilitated and built.

In 2017, with the direct support of the Government of the Republic of Tajikistan, on the basis of an order of the Emergency Commission of the Government of the Republic of Tajikistan dated March 16, 2017 No.31/1-18 in the cities and districts of the Republic by participation of the local population bank protection works over a length of 18.83 km have been done. In addition, centralized funding was provided to the Agency for bank protection works at a distance of 2.5 km.

For control and regulation of riverbeds, bank protection works, cleaning of sais in order to prevent floods and washout of river banks the "State program of bank protection in the Republic of Tajikistan for 2018-2022" have been developed and submitted to the Government of the Republic of Tajikistan.
