INVITATION
for expressions of interest for the provision of
Climate and Disaster Resilient Irrigation and Drainage Modernization in the Vaksh River Basin Project
The Republic of Tajikistan has applied for a grant financing with the Asian Development Bank (ADB) for the implementation of Climate and Disaster Resilient Irrigation and Drainage Modernization in the Vaksh River Basin Project and intends to apply part of the proceeds of this grant to pay for consulting services in project implementation period. The project consists of the following components:
- Modernization of Climate and Disaster Resilient Irrigation and Drainage (I&D) infrastructure;
- To strengthen Climate Adaptive Management and Operation of I & D systems; and,
(iii) To develop policy for sustainable water management.
Consulting services
The State Institute of Capital Land Reclamation Construction (SICLRC) under Agency for Land Reclamation and Irrigation (ALRI) of the Republic of Tajikistan intends to engage a consulting company as Project implementation consultant (PIC) to provide assistance with supervising and commissioning the project. Primary objectives are:
- provide assistance on overall project implementation, survey and investigations;
- develop detailed engineering design, including the obtaining of clearance from the National State Expertise under the civil works components;
- prepare tender documents and assist in preparation of the bids/proposals evaluation reports and draft contracts;
- assist in contract administration and commissioning of the delivered Goods;
- conduct construction supervision and quality control;
- introduce design amendments, if needed; and
- support institutional development agricultural, gender and social development, and climate adaptation.
All consultants financed by the project will be selected and engaged to work in accordance with ADB procurement policy 2017(as amended from time to time), and Procurement Regulations for ADB Borrowers 2017(as amended from time to time) as per the quality-cost method of selection (QCBS) using weightage ratio of technical: financial (90:10).
Expression of Interest
Consulting companies from countries that are members of the ADB may submit relevant documents, which will be the basis for subsequent evaluation and a short list of participants. Expressions of interest should be submitted to the address below or through link: https://selfservice.adb.org/OA_HTML/adb/xxcrs/jsp/ADBCsrnFwd.jsp?sel=171811 not later than 18 September 2021, 5:00 PM Dushanbe Local Time.
Consulting companies must provide, its expression of interest using the latest form in CMS link https://selfservice.adb.org/OA_HTML/adb/xxcrs/jsp/ADBCsrnFwd.jsp?sel=171811. Invitation to submit full technical and price proposals (Request for Proposal) will be prepared for the companies included in the short list. The State Institute of Capital Land Reclamation Construction (SICLRC) under Agency for Land Reclamation and Irrigation (ALRI) of the Republic of Tajikistan reserve the right, without explanation, to include or not include in the short list of any or all of the companies that submitted their expressions of interest.
