The Bidder submitted only the work program, equipment list and Cvs of the personnel. No Method Statement, No Health and Safety Statement, No Environmental Protection Statement was provided. Additionally, the Bidder did not submit the forms for equipment, personnel, CVs, Financial Forms FIN 3.1, 3.2, 3.3, Form CCC, balance sheets. No any form and evidence of General and Specific Experiences.

The Bidder submitted none of the documents required, i.e. no work program, no equipment list, no Method Statement, no Health and Safety Statement, no Environmental Protection Statement was provided. Additionally, according to the information provided in the bid, the Bidder is mostly experienced in pipelines but has no specific experience in similar plants.

The Bidder submitted only one copy of its bid and only in Russian, consisting of only the Charter of the company and priced bill of quantities and without signature. Bidder did not provide the Bid Security. None of any forms or documents was submitted.
